Could Apps be used in India to help poor folks afford their food?

I’m such a fan of the PBS News Hour and have discovered that some of best feature stories are aired on Sunday with Hari Srinavasan, one of the many successful Indian Americans in the public eye these days.

Check out this piece about apps being used in Lebanon to help Syrian refugees find affordable food on their limited budgets.  I wonder if this could be used in India as well?  Many rural and poor people do have cell phones and the urban poor may struggle with finding affordable items!  In spite of all the challenges with widespread misuse of social media nowadays, cell phones really can be a boon for social justice.
